I would like to acknowledge that we are gathered today on the traditional, ancestral, unceded territory of the syilx/Okanagan people.

This Meeting is open to the public and all representations to Council form part of the public record.  A live audio-video feed is being broadcast and recorded on kelowna.ca.

To support an application to the Agricultural Land Commission for a Non-Adhering Residential Use Permit to allow Temporary Farm Worker Housing to accommodate 23 seasonal workers on the subject property.

To give Bylaw No. 12560 first reading in order to change regulations for secondary residences within the Agricultural Land Reserve.

To rezone the subject property from the RU1 - Large Lot Housing zone to the RU1cc - Large Lot Housing with Child Care Centre, Major zone.

To rezone the subject property from the MF3 – Apartment Housing zone to the MF3r – Apartment Housing with Rental Only zone to facilitate the development of rental apartment housing.

To receive a summary of notice of first reading for Rezoning Bylaws No. 12548, 12549 and 12551 and to give the bylaws further reading consideration.

To give first, second and third reading to rezoning applications.

The following bylaws will be read together unless Council wants to separate one of the bylaws.

To give Bylaw No. 12548 first, second and third reading in order to rezone the subject property from the UC4 – Rutland Urban Centre zone to the UC4r – Rutland Urban Centre Rental Only zone. 

To give Bylaw No. 12549 first, second and third reading in order to rezone portions of the subject properties from the RR1 – Large Lot Rural Residential zone to the RU2 – Medium Lot Housing zone.

To give first, second and third reading and adopt rezoning applications.

To give Bylaw No. 12551 first, second and third reading and adopt in order to rezone the subject property from the RU1c – Large Lot Housing with Carriage House zone to the RU4 – Duplex Housing zone.

To amend and adopt Bylaw No. 12437 in order to rezone the subject property from the RU1 - Large Lot Housing zone to the MF2 - Townhouse Housing zone. 

To amend the 2023 Financial Plan to address several transportation capital project changes and shortfalls, surpluses and align project funding with the DCC bylaw.

To request approval by Council to advance the purchase a Fire Engine demonstration unit and related equipment to replace Engine 7 to 2023.

To inform Council on how the Emergency Mutual Aid Agreement will be used to put in place automatic responses by Kelowna and District of Lake Country Fire departments in areas that are operationally beneficial.

To provide an update on the Revitalization Tax Exemption Program accompanied with details on proposed bylaw changes to minimize tax impact and improve the efficacy of the program.

To give first, second and third reading to seven housing agreement authorization bylaws.


The following bylaws will be read together unless Council wants to separate one of the bylaws.

To consider approval of one rental housing grant for 2023 in accordance with the Rental Housing Grants Council Policy #335.

To update Council on Year 2 of the provincial Local Government Climate Action Program (LGCAP) and to fulfill the provincial LGCAP requirements to make the LGCAP survey and attestation form public.

To initiate an alternative approval process and establish the deadline for receipt of elector responses for the borrowing from the Municipal Finance Authority of two hundred and forty one million, three hundred and twenty thousand dollars ($241, 320, 000.00) for the recreation and activity centres projects.

City Clerk to invite anyone in the public gallery who deems themselves affected by the proposed Road Closure to come forward.

To adopt Bylaw No. 12547.
