3.1

Fitzgerald Rd 3505 - A23-0006 FH23-0002 - Gurdev Singh Bahniwal and Nirmaljit Kaur Bahniwal

To support an application to the Agricultural Land Commission for a Non-Adhering Residential Use Permit to allow Temporary Farm Worker Housing to accommodate 23 seasonal workers on the subject property.

Amendments to Secondary Residences in the ALR - TA23-0006 (BL12560)

To amend the Zoning Bylaw A1 – Agriculture zone in order to change regulations for secondary residences within the Agricultural Land Reserve.

To give Bylaw No. 12560 first reading in order to change regulations for secondary residences within the Agricultural Land Reserve.

4.1

10-Year Capital Plan (2023 to 2032) final

To adopt the 10-Year Capital Plan.

4.2

2023 Transportation Capital Projects – Budget Amendments

To amend the 2023 Financial Plan to address several transportation capital project changes and shortfalls, surpluses and align project funding with the DCC bylaw.

4.3

Subdivision, Development and Servicing Bylaw 7900 – Transportation Update

 To amend the Transportation sections of Subdivision, Development and Servicing Bylaw No. 7900.

BL12555 - Amendment No. 24 to the Subdivision, Development and Servicing Bylaw No. 7900

To give Bylaw No. 12555 first, second and third reading.

4.5

Fire Engine Procurement Proposal

To request approval by Council to advance the purchase a Fire Engine demonstration unit and related equipment to replace Engine 7 to 2023.

4.6

Lake Country Mutual Aid Enhancement

To inform Council on how the Emergency Mutual Aid Agreement will be used to put in place automatic responses by Kelowna and District of Lake Country Fire departments in areas that are operationally beneficial.

4.7

Revitalization Tax Exemption Program - Proposed Amendments

To provide an update on the Revitalization Tax Exemption Program accompanied with details on proposed bylaw changes to minimize tax impact and improve the efficacy of the program.

4.8

Revitalization Tax Exemption Agreements - Summer 2023

To approve eight Revitalization Tax Exemption Agreements and seven corresponding Housing Agreement bylaws in accordance with Revitalization Tax Exemption Bylaw No. 9561.

To give first, second and third reading to seven housing agreement authorization bylaws.

Rental Housing Grant 2023

To consider approval of one rental housing grant for 2023 in accordance with the Rental Housing Grants Council Policy #335.

4.11

North End Plan - Neighbourhood Concept Plans

To inform Council of the neighbourhood concept plans for the North End Plan, upcoming public engagement, and next steps in the planning process.

4.12

Local Government Climate Action Program Year 2

To update Council on Year 2 of the provincial Local Government Climate Action Program (LGCAP) and to fulfill the provincial LGCAP requirements to make the LGCAP survey and attestation form public.

4.13

Alternative Approval Process for Recreation and Activity Centres

To initiate an alternative approval process and establish the deadline for receipt of elector responses for the borrowing from the Municipal Finance Authority of two hundred and forty one million, three hundred and twenty thousand dollars ($241, 320, 000.00) for the recreation and activity centres projects.

BL12547 - Road Closure Bylaw - Adjacent to 4020 Lakeshore Rd

City Clerk to invite anyone in the public gallery who deems themselves affected by the proposed Road Closure to come forward.
