I would like to acknowledge that we are gathered today on the traditional, ancestral, unceded territory of the syilx/Okanagan people.

This Meeting is open to the public and all representations to Council form part of the public record.  A live audio-video feed is being broadcast and recorded on kelowna.ca.

The City Clerk to invite the Applicant or Applicant's Representative to come forward.

To review a staff recommendation NOT to support a non-farm use application to the Agricultural Land Commission to allow an existing seasonal agri-tourism RV park to operate year-round.

To rezone the subject property from the UC4 – Rutland Urban Centre zone to the UC4r – Rutland Urban Centre Rental Only zone to facilitate the development of rental apartment housing.

To receive a summary of notice of first reading for Rezoning Bylaws No. 12680 and 12681 and to give the bylaws further reading consideration.

To give first, second and third reading and adopt rezoning applications.

The following bylaws will be read together unless Council wants to separate one of the bylaws.

To give Bylaw No. 12680 first, second and third reading and adopt in order to rezone the subject property from the MF1 – Infill Housing zone to the MF1cc – Infill Housing zone with Child Care Centre, Major zone. 

To give Bylaw No. 12681 first, second and third reading and adopt in order to rezone the subject property from the MF1 – Infill Housing zone to the MF2 – Townhouse Housing zone.

To amend and adopt Bylaw No. 12517 in order to rezone the subject property from the MF1 - Infill Housing zone to the MF3r - Apartment Housing Rental Only zone.

To amend and adopt Bylaw No. 12591 in order to rezone the subject property from the UC4 – Rutland Urban Centre zone to the UC4r – Rutland Urban Centre Rental Only zone.

To adopt Bylaw No. 12648 in order to rezone the subject property from the I3 – Heavy Industrial zone to the I2 – General Industrial zone.

To amend and adopt Bylaw No. 12659 in order to rezone the subject properties from the MF1 – Infill Housing zone to the MF3r – Apartment Housing Rental Only zone.

To provide Council with information summarizing the City of Kelowna’s second quarter financial activity in alignment with the presentation of the 2024 Financial Plan reflecting activities through a service-based model.

To receive a report outlining the results of the Unsheltered Community Costs (Phase 1) Value for Money engagement as of June 30, 2024.

To provide signing authority for the 2024-2034 Canada Community-Building Fund agreement and amend the 2024 Financial Plan to reflect the new funding agreement.

To provide approval to name the City of Kelowna as a Diking Authority for flood control structures as part of the Mill Creek Flood Protection project
