Mayor to invite the Applicant, or Applicant's Representative to come forward.
To consider an application to discharge the existing Land Use Contract and to consider a staff recommendation to NOT rezone the subject property from the A1 – Agriculture zone to the RR2 – Rural Residential 2C – Rural Residential 2 with Carriage House.

Mayor to invite the Applicant, or Applicant's Representative, to come forward.
To consider a supplemental staff recommendation NOT to support a text amendment to the CD15 Zone.

To give Bylaw No. 11620 first reading in order to rezone the subject property from the RU1 - Large Lot Housing zone to the RU6 - Two Dwelling zone.

To rezone from RU6 – Two Dwelling Housing to RM5 – Medium Density Multiple Housing to accommodate a 31-unit apartment building.

To give Bylaw No. 11621 first reading in order to rezone the subject property from the RU6 - Two Dwelling Housing zone to the RM5 – Medium Density Multiple Housing zone.

To give Bylaw No. 11622 first reading in order to rezone the subject property from the RU1 - Large Lot Housing zone to the RU1c - Large Lot Housing with Carriage House zone.

To adopt Bylaw No. 11551 in order to allow temporary farm worker housing to accommodate a maximum of 140 temporary farm workers and to allow a temporary farm worker housing footprint of 0.70ha on the subject properties.

To consider a Temporary Farm Worker Housing Permit for temporary farm worker housing and associated facilities to accommodate up to 140 temporary farm workers.

Requires a majority of all members of Council (5).
To give Bylaw No. 11616 first reading in order to amend the Official Community Plan based on the recommended actions presented in the Agriculture Plan.

To give Bylaw No. 11617 first reading in order to amend the Zoning Bylaw based on the recommended actions presented in the Agriculture Plan.

To amend the Official Community Plan and Zoning Bylaw based on the Agriculture Plan recommendations to ensure compliance with provincial standards and to update buffer specifications along agricultural properties. Further, some amendments have been made to provide additional clarification on policies.

Requires a majority of all members of Council (5).
To give Bylaw No. 11618 first reading in order to amend the Official Community Plan based on the Agriculture Plan recommendations to ensure compliance with provincial standards.

To give Bylaw No. 11619 first reading in order to amend the Zoning Bylaw based on the Agriculture Plan recommendations to update buffer specifications along agricultural properties.

To inform Council on population and housing projections and the corresponding 4 growth scenarios that have been developed in concept as they relate to the Imagine Kelowna vision. Additionally, to share the proposed public consultation approach for this phase of the 2040 OCP update.

To consider three Housing Agreements for four purpose-built rental housing projects that are pursuing rental housing incentives, in accordance with Council Policy No. 335 and Bylaw No. 9561.

To give Bylaw No. 11507 first, second and third readings in order to enter into a Housing Agreement with Valley Land Subdivision Ltd.

To give Bylaw No. 11567 first, second and third readings in order to enter into a Housing Agreement with  Necessary Homes Inc. 

To give Bylaw No. 11568 first, second and third readings in order to enter into a Housing Agreement with Summerwood Retirement Resort Holding Corporation.

To give Bylaw No. 11610 first, second and third readings in order to enter into a Housing Agreement with 0984342 BC Ltd Inc.

To bring forward three 10-year Revitalization Tax Exemption Agreements for approval to support the purpose-built rental housing projects identified in the report from the Planner Specialist, dated May 28, 2018 in accordance with Revitalization Tax Exemption Program Bylaw No. 9561

To report on the climate progress made in 2017 and the plans for 2018 to meet the City’s climate action goals in order to fulfill the public reporting requirement for the provincial Climate Action Revenue Incentive Program grant. Further, the report also presents the latest corporate GHG emissions data and highlights GHG emissions reduction projects.

To seek Council’s approval to enter into a cost sharing agreement between the City of Kelowna and Bentall Kennedy for the commissioning of new publicly accessible artwork at the Kelowna Community Health Services Centre, 505 Doyle Avenue, to be funded through the Public Art Reserve.

To streamline the process of allowing the City to take advantage of the Municipal Insurance Association of British Columbia (MIABC) Associate Member Program to provide liability insurance in circumstances where it is difficult or unreasonable to appropriately insure a service provider for the protection of the City and the service provider alike. To accomplish this staff are requesting council delegate authority to the Divisional Director of Human Resources to execute the MIABC’s Service Provider Agreement on behalf of the City as needed.

To reflect the loss in net pay resulting from the Federal Government’s changes in legislation effective January 1, 2019.

To give Bylaw No. 11624 first, second and third readings in order to amend the Council Remuneration and Expense Bylaw No. 7547.

To adopt Bylaw No. 11565 in order to create 2018 General Local Government Election. 

To adopt Bylaw No. 11601 in order to amend the Traffic Bylaw for designated snow routes.
