Annual Presentation to Council by Artistic & Administrative Director, Lorna McParland

To consider a Staff recommendation to NOT amend the Official Community Plan and rezone the subject property from park and open space to residential that would facilitate the addition of eight single dwelling housing lots to the proposed subdivision.

To give Bylaw No. 11598 first reading in order to discharge Land Use Contract LUC77-1015 on the subject property.

To consider a Land Use Contract Termination for LUC77-1015 and LUC77-1082 and to rezone the subject properties from C2 – Neighbourhood Commercial to C10 – Service Commercial.

To give Bylaw No. 11599 first reading in order to early terminate LUC77-1015 and LUC77-1082 on the subject properties.

To give Bylaw No. 11600 first reading in order to rezone the subject properties from the C2 - Neighborhood Commercial zone to the C10 - Service Commercial zone.

To consider a Master Development Permit for the CD26 - Capri Centre Comprehensive Development Zone to establish a general site layout for future phased development.

To consider the Form and Character of Phase 1 of Capri Centre Comprehensive Development Zone: a 22-storey residential tower with three levels of structured parking flanked by stacked townhomes.

To adopt Bylaw No. 11560 in order to rezone the subject property from the RU1 – Large Lot Housing zone to the RU1c – Large Lot Housing with Carriage House zone.

Requires a majority of all members of Council (5)

To adopt Bylaw No. 11523 in order to change the future land use to accommodate the development of a townhouse project.

To amend the Five Year Financial Plan 2017-2021 as required by the Community Charter so that it includes the authorized transfers and amendments that occurred throughout the year.

To give Bylaw No. 11582 first, second and third readings in order to amend the Five Year Financial Plan 2017-2021 Bylaw No. 11394.

To give Bylaw No. 11398 first, second and third readings in order to amend the Sale of City-Owned Land Reserve Fund Expenditure Bylaw, 2017 No. 11398.

To establish tax class ratios that will be used in the preparation of the 2018 tax rates.

To authorize the 2018 Sterile Insect Release parcel tax levy on specified property tax rolls within the City of Kelowna.

To give Bylaw No. 11593 first, second and third readings in order to impose the Sterile Insect Release Program Parcel Tax Bylaw.

To provide Council with information to clarify the proposed reprioritization of the 2018 transit capital projects to facilitate expedited construction of a bus bay and passenger waiting area in conjunction with an adjacent residential development.

To give Bylaw No. 11540 first, second and third readings in order to create a new Sewer Connection Charge Bylaw.

To provide Council with information about the distribution of the 2017 Organization Development Grant funds and to provide for Council consideration the revised guidelines for 2018 Organization Development Grants.

To give Bylaw No. 11592 first, second and third readings in order to permanently close and remove the highway dedication of a portion of Highway on St. Paul Street.
