I would like to acknowledge that we are gathered today on the traditional, ancestral, unceded territory of the syilx/Okanagan people.

This Meeting is open to the public and all representations to Council form part of the public record.  A live audio-video feed is being broadcast and recorded on kelowna.ca.

To update Council on the receipt of an IABC Gold Quill Award.

To support an application to the Agricultural Land Commission for a Non-Farm Use to allow for a distillery, wedding ceremonies, and antique farm machinery display on the subject property.

To rezone the subject property from the RU1c – Large Lot Housing with Carriage House zone to the RU4 – Duplex Housing zone to facilitate an additional unit within the main dwelling.  

To receive a summary of notice of first reading for Rezoning Bylaws No. 12541, 12542, 12543 and 12545 and to give the bylaws further reading consideration.

To give first, second and third reading to rezoning bylaws.

The following bylaws will be read together unless Council wants to separate one of the bylaws.

To give Bylaw No. 12541 first, second and third reading in order to rezone the subject property from the RU1 – Large Lot Housing zone to the MF3r – Apartment Housing Rental Only zone to facilitate apartment housing.

To give Bylaw No. 12542 first, second and third reading in order to rezone a portion of the subject property from the RU1 – Large Lot Housing zone to the RU4 – Duplex Housing zone to facilitate a two lot subdivision.

To give Bylaw No. 12543 first, second and third reading in order to rezone the subject property from the RU1 – Large Lot Housing zone to the Ru1cc - Large Lot Housing with Child Care Centre, Major zone to facilitate a child care centre.

To give Bylaw No. 12545 first, second and third reading in order to rezone the subject properties from the RU1 – Large Lot Housing zone and the RU4 – Duplex Housing zone to the MF2 – Townhouse Housing zone to facilitate a townhome development.

To amend and adopt Bylaw No. 12484 in order to rezone the subject property from the MF1 – Infill Housing zone to the MF2 – Townhouse Housing zone. 

To adopt Bylaw No. 12448 in order to rezone the subject property from the RU1 - Large Lot Housing zone to RU4 - Duplex Housing zone.  

To adopt Bylaw No. 12511 in order to rezone the subject property from the A2 – Agriculture / Rural Residential zone to the I2 – General Industrial zone.

Requires a majority of all members of Council (5).

To adopt Bylaw No. 12525 in order to change the future land use of portions of the subject property from the NAT – Natural Areas designation to the S-RES – Suburban Residential designation and from the S-RES – Suburban Residential designation to the NAT – Natural Areas designation.

To adopt Bylaw No. 12526 second and third reading in order to rezone portions of the subject property from the RR1 – Large Lot Rural Residential zone to the RU2 – Medium Lot Housing zone and the P3 – Parks and Open Space zone.

To support an amendment to the Soil Removal and Deposit Regulation Bylaw to include regulations concerning soil improvement activities that may be disruptive to the public or damaging to nearby infrastructure or structures.

To present the draft of the 10-Year Capital Plan to Council for their review and direction prior to staff returning to Council for endorsement.

To present Council with the final Mission Network Restructure Plan and Rutland Local Area Transit Plan.

To secure an interest on behalf of the City over those lands identified in the attached License of Occupation for a portion of the foreshore adjacent to the City-owned property located at 900 Manhattan Drive

To seek Council approval for the closure of road adjacent to 4020 Lakeshore Road for consolidation with 4020 Lakeshore Road.
