    THAT the Minutes of the Regular AM Meeting of November 21, 2022 be confirmed as circulated.

- Displayed a PowerPoint Presentation.

-Spoke to Capital Planning Continuum starting with community expectations and delivery.

- 10 Year Capital Plan is udpated annually to respond to changing conditions.

- Spoke to Infrastrutcure Investments and their sources.

- Provided summary slide of capital investments being  1. Airport, 2. Transportation second largest infrastructure investment, followed by Buildings Cost Centre then Parks projects and programs, then Wastewater investment, volume will increase with the growth of Kelowna, then Water Integration Plan, then Solid Waste investment; Storm Drainage Investment Plan, (Mill Creek Flood Protection and (Renewal of drainage infrastructure) then Real Estate and Parking Investment, then Vehicles and Equipment then Information Services Investment area, supporting hardware, software and system infrastrucutre finally Fire Investment Program.  12 Capital Cost

- Spoke to Infrastructure Deficit - Noted Unfornded portion of P2 projects measure that has been  tracked since 2018 trended down in 2019 and 2020

- Spoke to Part Two - capital planning cycle, and Council touch points 

- Spoke to 10 YCP Process, broken down into 4 phases. 1. gather info 2 Update System 3 Prepare Draft Plan 4 Engage Council.

- Spoke to the Annual Capital Process that starts in may and ends in December.  broken down into 4 phases.

- Can find the 10 YCP is available on the city website,

- Refer to Appendix for timing cost and funding details of infrastebure.

- another feature compared to the previous plan, 

- Second way to find 10 YCP through the internal website through InSites.for Council and staff only.

- Responded to questions from Council.

    THAT Council receives, for information, the report from Financial Services dated November 28th, 2022, with respect to the 10-Year Capital Plan Overview.

- A number of Council touch ins on how  this will be delivered.

- A facility tour to understand how recreational facilities are being delivered in other cities and provinces.

- Great Opportunity for Kelowna to show their leadership.

- Spoke to the history of the PRC; it is more than recreation is a  community hub built in 1972. 

- New building would be a better investment. the area will be the fast growing area in the city.

- Central location within proximity of many 

- Spoke to the Guiding Principles Framework and how to move forward with the PRC site.

   - people-focused amenities (will become a community hub with healthy living component) opportunity for sport tourism.

   - good stewards of public resources - optimizing program while being fiscally responsible.

    - Innovative design leadership.  

    - displayed photo of other cities community centre.

    - Spoke to Cultivating Partnerships, such as with SD23

- Spoke to Sustainability, and want to show leadership on this create

- Process to date: 

  1. PARK redevelopment identified in 10 YCP 2. Sport and Recreation Infrastructure report 3. Space Feasibility Study 4. SD23 Partnership considerations 5. Functional program, survey and staekholder engagement  6. Confirmatino of building location, guiding principles and public engagement completed.

- Strong public support for new PRC.

- Jim going thru public engagements; and displayed a short video. viewed 34000 on You Tube, 3rd most video seen on city website

- More strategic and cost effective to build a new Recreation Centre.

- 9 fields 3 gyms in this facility, 

- Spoke to community engagement and data examined to date from 2021 to 2022.

- Spoke to the Public Survey - providing ranking and guiding principles - residents place a great value of the site, 

- Made comment on support for building new recreation facility to replace PRC 51% support strongly

- Spoke to results showing support for property tax increase to help fund construction of new recreation faiclity to replace PRC

- 2021 community engagement 

-Vancouver recreation centres - connection 

- Spoke to aquatic centre with health and wellness focus

 - spoke to athletic components and general program spaces.

- Showed a conceptual sketch, Spoke to conceptual site and foot print - In January staff will discuss with Council the site.

 - want to connect this site to our pedestrian cycling and transportation networks. 

- playfields most prominent use of the site, 9 playfields, new sites

- create strong relationships between PRC and SD23 - spoke to how buildings can be integrated to their surroundings.

- Spoke to Sustainability with zero carbon - reduce carbon footprint.

- Spoke to Next Steps ,to consider to taking a tour of other recreation facilities; confirm project scope and functional program, then confirm project budget then confirm Method of electoral approval and then loan Authorization bylaw and electoral approval/validation phase of design.

- Responded to questions from Council.

- Singh/Hodge - does not want commercial kitchen component to be lost. 

- Hodge wants the name of the new facility to have the same name Parkinson Recreation Centre.

    similar facilities to the Lower Mainland.
