    THAT the Minutes of the Regular AM Meeting of June 21, 2021 be confirmed as circulated

Staff:

- Displayed a PowerPoint Presentation.

- Provided background to temporary provincial orders.

- Phase 3 of the start up plan as early as July 1st 

- Spoke to restrictions of the new Orders.

- Monday Open morning and afternoon meetings restrictions could be met.

-  Responded to questions from Council.

Donn - likes variety of options for PH to encompass various demographics.

DeHart - confirmed July 12th staff would report back on further restrictions

Singh - how much more expensive is hybrid to electronic meetings$1000-2000 thousand per PH for hybrid model.

CC - come back with changes to community charter

Wooldridge - echo comments of Donn.  creates equity moving forward.

    THAT Council receive, for information, the report from the Office of the City Clerk dated June 28, 2021 regarding Council meetings and public hearings under Phase 2 of BC’s Restart Plan;

    AND THAT Council conduct open Council meetings with the public present in accordance with the requirements of the Order of the Provincial Health Officer regarding gatherings and events;

    AND THAT Council conduct the July 13, 2021 public hearing and Tuesday regular meeting electronically without the public present in accordance with Ministerial Order No. M192;

    AND THAT Council conduct the July 27, 2021 public hearing and Tuesday regular meeting both electronically and in-person in accordance with Ministerial Order No. M192 and the requirements of the Order of the Provincial health Officer regarding gatherings and events;

    AND THAT Council is ensuring openness, transparency, accessibility and accountability by broadcasting meetings and public hearings live online, making video recordings available online following the meetings, receiving written or verbal correspondence on agenda items, regularly communicating to the public changes in how meetings and public hearings are held, and posting draft agendas and minutes online;

    AND THAT Council direct the Agricultural Advisory Committee to conduct meetings both electronically and in-person in accordance with Ministerial Order No. M192 and the requirements of the Order of the Provincial health Officer regarding gatherings and events;

    AND THAT Council direct staff to bring forward recommendations for Council meetings and public hearings under Phase 3 of BC’s Restart Plan at the appropriate time.
