The Chair called the meeting to order at 6:04p.m.

Provided an overview of busing from the site and other amenities being provided.

Anedotal Comments 

-making migrant workers feel welcome in the community and a part of the community.

-rooms for each person nice response to the pandemic situation.

- celebrating Mexican culture and encourage migrant workers to participate in festivals, etc ???

- isolation of site 

- some concern regarding the fears of isolation to the community and mental health of workers integrate into the community where possible

Staff displayed a PowerPoint presentation summarizing the application and responded to questions from the Committee.

Russell Chardiner, laura Mason Applicant's Agent:

Available for questions from the Committee.

- Confirmed 90 acres total in farmland being farmed by the workers in east Kelowna.

- Staff responded to questions from the Committee.

- Confirmed property is just outside the permanent growth boundary.

Anedotal Comment::

- positioning workers close to existing housing is a positive, small foot[print being implemented.

- look into other farm worker housing on their property.

- ensure they are connected to the community to ensure isolation is not a factor.

-City organize programming that workers could participate in while in the community.

Applicant's agent advised that they are working on integrating soccer into the temporary worker community.

Hwy. 97N 4690, A20-0008 - City of Kelowna

Staff displayed a PowerPoint presentation outlining the application to consider new mitigation options as presented.

Three mitigation options were reviewed in responding to the exclusion from farmland.

1. Creation of a permanent full-time Agricultural Enforcement and Compliance Officer position

2. Agriculture buffer - potentially 10M and potentially demonstrative in nature, to showcase with interpretive 

3. Creation of an agriculture signage program

Meant to be a substantial improvement to ag. in the community.

Staff responded to questions from the Committee.

Staff confirmed that there are no immediate plans at this point for the remainder of the property.

Reviewed the communication with the young agrarians to date to potentially lease remaining land to farm.

Staff provided some background to the property being industrial since 1995 with an incremental approach to the redevelopment of the site and remnant of the subject property.

Moved by Dom seconded by Yvonne that the mitigation efforts not be supported CARRIED

Anedotal comments

-- work with agrarians to utilize the remaining property.

- When ag review of the OCP what happens with the subject property in general.

-- strongly encourage city to follow through with their commitments and encourage the City to make all land it owns slated for agirgucltre useable for agriculture. The mitigation efforts presented are not connected to the application.

Culinary Institute for Humanity - applicant being asked to comment to Council on Monday.

New Business

The Committee raised the interest to reconsider the propsoal from the Grassmicks application at last meeting.

ALC - a TNF setting out a timeline is possible throug hthe ALC and can be done. and would have impacted the votes.

Staff provided background information that coukld do a timeline for Tempoary non farm use.

The applicant has chosen not to make a new application but are aware they can make an request for tempoary approval if they so wish. Applications is going in front of Council next week.
