Mayor Basran called the Hearing to order at 6:07 a.m.

Mayor Basran advised that the purpose of the Hearing is to consider certain bylaws which, if adopted, will amend "Kelowna 2030 - Official Community Plan Bylaw No. 10500" and Zoning Bylaw No. 8000", and all submissions received, either in writing or verbally, will be taken into consideration when the proposed bylaws are presented for reading at the Regular Council Meeting which follows this Public Hearing.

- spoke to the project owners, has a vision of re-developing and proose projects which everyone would admite.

- established bkelowna based bui8lder. we strice to build high quality housing

proposed pojreect currently and ppopoed project and referenced the secnd house and design of  the home

puprose of the second house to deal with short supply of homes and more rental opporutniies and increase more housing.

Trevor Tremblay, 1300 Pasadena Road

- Displayed a powerpoint.

- Was opposed to the rezoning of 1290 pasadena road

- represensting wife and himself and signatories of May 30th.

- spoke to background and group letter 49 properties that are opposed

- spoke to process issues and inconsistent information.

- spoke to year home was purchased in 1998.  increased privacy and green space, diversity in multi generational residency. as well invested in signirant property improvements and iinfrastructure investments by homeowners curb an gutter investments.

- displayed a vedeo image of subject property.  

the lot size can accomodate the ru6 rezoning but the character of the neighbourhood is negatively impacted as well as privacy.

- spoke to street view, limited frontage and driveveway access, culdesace like area constricts parking.

- spoke to loss of privacy into neighbouring yards, pools and bedrooms.

- terms of OCP, needs to be sensitive to neighbourhood ift, and does not promotge high quality of life of our residents.

- in closing the form of development not in keeping with existing character of the established neighbourhood.

- the S Res in the ocp is intended to focus on those area closer to village centres for increased densification and infill devevlopments.

Stephen Cathrea, 1280 Pasadena Road

- Resident for 25 years.

- Raised concerns with loss of privacy

- Believes this is a daylighting issue for his residence.

- The approach of the owners were not being told the entire story of what is being built. Dishonest approach from Applicant.

- Provided alot of investment in the neighbouhood.

- Does not suit anyones purposes.

- submitted an email in opposition of rezoning.

- second dwelling will destroy character of the neighbourhood.

- would support a carriage house on the property.

- was told they were building a carriage house and felt it was misleading. not truthful.

- No neighbour or owner in favour of the proposal.

Ken Hrynew, 1325 Pasadena Rd

- across the stree from proposal.

- Spoke to the owners approach and descrived herself as being their neighbour, were going to build a small structure, carriage house.  Owner was dishonest, These people have been untruthful from the beginning and causes concerns for neighbours.

- Opposed to proposed 2 storey house.

- would support a carriage house.

- Shelley Cathrea, 1280 pasadena rd

- house with pool next door.

- strongly opposed to this development

- purchased home in 1998 

- Raised concern with lack of privacy.

- raised concern that this building will  block our sun.

- owner was misleading and said she was building a carriage house.

- major goals of OCP in suburb areas is to reduce the footprint.  

- closest amenities are still 3 Km away, OCP no plans for a village centre, therefore, the residents of our community must use the Rutland core, 

- can support carriage house which they had originally said they were going to built.  

- raised concern with trees young and old being removed for this proposed development.

- noted the petitions that was signed. in opposition.

- what we love about our neighbourhood is that our traffic is calm.  play many games on the cul decsac

-concerned with the number of increased vehicles.

Karen J 1540 Pasenda road

residents since 1991

chose to live hear with proximity of mission creek park.

- hope that the ru1 remain in place allows area to keep a green canopy. allowing neighours to maintain the privacy that they have been accustomed to.  

- opposed to this application.

Bryce Major, 325 Peck Road

- my poprety within view of the proposed 

- opposed to the rezoning.  

- original group opposition letter.

- raised concern with loss of privacy.

Jennie Greglow, 315 Peck Road

- owner for 16 years, got from parents that lived there for 49 years.

- feel we have been lied to from the beginning from the developer.

- will have direct negative impact on the neighbours.

- takes away from the privacy.  

- opposed to this application.

Nancy Smith 1350 pasadena Road

- born and raised in kelowna.

- raised a family in this current location.

- raised concerned iwth increased traffic, noise and aesthetics.

- opposed to the ru1 to ru6 and agree with what neighbours have said.

Sharn hilts 1330 pasadena road

- agree with all previous comments, love large yards.

- opposed to this applicaiton

- misleading information in regards to this information on this property.

- large lots does not mean it should be developed just because you can.

- from the owner said they were buildikng a carriage house, in support of that.

- maintain smart growth in the kelowna.

- unsuitable area for this application.

- bought home in 2013, very unique neighbourhood and will change the character.

- Raised concern with children playing in cul de sac.  not suitable location for this application. does not make sense for densification in this location.

Councillor DeHart declared a conflict of interest on items 8.1, 11.1 and 11.2 due to her employer being in competition with the proposed hotel and departed the meeting at 7:15 p.m.

- Industrial to commercial is logical, based on location of 

- the location will be part of the gateway to Kelowna. better commercial use.

traffic impact was looked at by MOTH, proposed the rezone and OCp for a new Marriotte courtyard hotel, align with adjacent htotels on the hotel campus.  

- provided a project overview, sentiment of neighbouring business will support. public feedback for poject has been positive to date. 

- would like additional commercial amenities

- spoke to community plan and policy alignment,
