noted that do have ample washroom and parking space to increase the capacity of the property to accommodate this request.  we have been in business just over 1 year, feedback from public has been positive

- want to be leading edge in materials for new buildings, want ot have a great customer service and community.

Spoke to timelines and spoke mostly to Lake Country staff and Council.

- spoke to preplanning work and public sessions..

- we are working on DP as well, pending approvals would hope to see construction this year.

- Spoke to OCP changes and rezoning amendments. Excited to compliment existing usages and new.

- Commented on rezoning application and boundary adjustment - excellent opportunity to use this left over land.

- High level of housing being brought forward, a lot of connection and outdoor amenities.

- commented built form strategy, family oriented units are appropriate being close to schools.  housing types.

- large community benefit and connectivity along rail trail and near Kelowna airport, north end of site, dedication we are making so pedestrians and cyclist can move along rail t rail to main street in Lake Country.

- land currently that sits in Kelowna will become a dedication to the rail trail, triangular piece is their land, sketches in red is rail trail lines. will create anode and gateway along the rail trail, will be a true milestone marker along the rail trail.

- spoke to OK rail trails gateway and connection will  animate their development..

- owner property since 1966 long time residents.

- not against development but concerned regarding parking. 

- in 2019/2020 kirschner property has 2 stalls, parking is on street and full and parkeing into one of the residents, concerned that would occur at their property. 

Peter Harshenin, 1090 Houghton Road

- purchased property 60 years ago local area develop over the years and many changes that occurred.  long time resident in 

- no objection to development but observations is that there is a lot of traffic and parking in tandem and local residents do not use and they come out onto the streets. Alot of through traffic as well. concerned with increased traffic and parking.

observations, concerned with immediate area being affected with sidewalks and enlarging the road.  lack of parking on a corner lot.

- raised concern with potential accidents.

- raised concern with exterior of the building and needs to enhance the neighbourhood. extrior should have extra features.

- commented that the last speaker was articulate and clear of what the changes their neighbourhood mean.

Matt Johnson, Lime Architecture and Adam Web

- put projects together with few or no variances.  proud to be apart of his project, design for affordability decouple parking from the building. to meet the target we are achieving, 1 parking for every resident plus handi cap and guest parking.  

- we have moved access as far from corner as possible le to avoid accidents.

- not everyone will agree with form and character and colour, we thought this is attractive worked with staff for a long time.

- thanked council and staff, and to thank peter harshenin and his family, been neighbours for many years. 

we have a project we are proud of and will make a difference for 20 young families.  but as a template for other developers.  :

- parking issue, survey of potential buyers and one was on parking, whether they would bring a car and over 120 people that many of them would have no need for cars and are taking transit and bike pathway.  it is definitely aimed at entry level housing and will not need 2 cars, 1 stall per unit.  the only other options is for underground parking which would not make it affordable housing.

    THAT Council authorizes the issuance of Development Permit No. DP23-0019 for Lot 1 Section 27 Township 26 ODYD Plan 17089 located at 1028-1030 Houghton Road, Kelowna, BC, subject to following:

    1. The dimensions and siting of the building to be constructed on the land be in accordance with Schedule “A”;
    2. The exterior design and finish of the building to be constructed on the land be in accordance with Schedule “B”;
    3. Landscaping to be provided on the land be in accordance with Schedule “C”;
    4. The applicant be required to post with the City a Landscape Performance Security deposit in the amount of 125% of the estimated value of the Landscape Plan, as determined by a Registered Landscape Architect;

    AND THAT Council authorizes the issuance of Development Variance Permit No. DVP23-0020 for Lot 1 Section 27 Township 26 ODYD Plan 17089 located at 1028-1030 Houghton Road, Kelowna, BC;

    AND THAT variances to the following sections of the Zoning Bylaw No. 12375 be granted:

- not clear about property line between existing building and propsed building.  when a new path is built not sure who's property line.where ultiamte property line will be of property line.

- no issues with development

- issues with parking, parking goes out into the road, will have to go onto a busy road, concerned with accidents happening.  sees conflict. would my address change? 

parking and volume of the parking ,Via Centrale already is busy with parking, could add congestion. cars exiting on the main road.

- raided concern with parking with condo buildings and not enough for current residents. concerned with tandem parking and if there are anay visitor stalls, roads are already packed with cars, just how is this going to actually work with additional units.

not opposed to development. parking is already at a minimum here.

Andrea Keber, 3178 Via Centrale

concerns, sent previously, there is minimal anticipated impact in terms of tree removal, this areas was evacuated for wildfire, bank and trees are a concern, parking in this neighbourhood is already insufficient and unsafe, lots of children's, seniors and pets that walk.  Golf restaurant year round.

concerns and objections.

Kelly Maier, 3178 Via Centrale

- in terms of history, there was a townhouse complex built 2 yrs ago, took down 100 trees without replacement. historical background 

density in this area ahs become outstanding. how the city measures density and decides how it is too dense or not dense enough.

- parking concern is a huge problem, people park in front of fire hydrants and off edges of roads, and where it says towing as there is no street parking for visitors, Via Centrale is a private road but does pose a risk of residents of the area.  bylaw officers do not actually service the street as the street is private.  The street is co-owned by legal owners - no property snow removal or sidewalks to walk on.do not have no safety for disabled person.  site lines i the winter are really dangerous.  golf course opened a restaurant in the winter,  the traffic has increased and was already a problem on Via Centrale.  Cerento Road is not identifiable.  

concerned about variances, no sidewalks, concerned about parking as it is at overflow situation. cannot just opt to have transit.  what is walking or transit rating, can't even opt to take transit, density is a concern as well.

- community wellbeing, this development is not benefiting the community that already exists here

reduce the number of units so there are variances.

- does city check the survey as it encroaches on Via Centrale.

- property line work has been done to adjust property line with strata plan, it is on existing condo strata plan, that work has been all completed with all the surveyors so not sure why strata has not relayed that with owners.

-this brings reduced density to the site, original plans and approvals were for 24 units,  thru this application we reduced the density.

- parking on site, contained all parking on our site, residents themselves will have 2 stalls for themselves plus visitor parking in their driveway and additional visitor stall on site.

- tree removal, will be 2 extra trees replaced.

slope has been extensively studied with Geotech Engineer and going by their report.
