Staff:

- Displayed a PowerPoint Presentation.

- Spoke to the purpose and provided a high level overview noting the state of housing affordability, the City's approach and projects underway and upcoming in 2023.

-  Commented that at a separate time there will be a further workshop to dive into greater detail on our housing incentive programs.

- Spoke to the context of affordable housing and functions as a system, action has impacts on teh system

- Spoke to puopulation growth by census perios from 1996 to 2021 and new housing units

- housing affordablity will be an ongoing challenge, Affordable housing vs housing affordability.

- Made comment on community conversation regarding housing

- Spoke to data of home prices

- recent change bank of Canada interest rate increased borrowing costs increase

- Spoke to previous housing work Secondary suites and carriage homes; rental housing incentive, infill and missing middle housing proces improvements land partnerships

- Spoke to established policy direction 

 - Spoke to Housing Needs Assessment (HNA)

  - housing supply act 2022/estimate and understand existing housing need / estimate future housing need / setting the ground work for success

- Spoke to Housing affordability Actions

   - housing needs assessment + Housing strategy = Action Items

- Spoke to selected upcoming projects

- highlight a few of these selected projects

     -Following on the heels of the HNA is the Housing Strategy where the City is able to articulate the means by which we will meet our housing needs

      -Usually a 3–5-year action plan that sets the direction for the City’s housing work

       -We’re also working on the Infill Options project, which aims to expand the opportunity for Missing Middle housing forms through the City’s core area

         -Another project I’ll highlight is the Public Lands Inventory & Asessment. This is connected to the HNA and will look at the government-owned lands (City and other) and non-profit lands with the aim of identifying parcels that might be suitable for affordable housing

Summary:

Affordability a persistent challenge - we are not alone major shift from other levels of government

Timeline of impact (quick winds vs long term)

  - creating a healthy housing system will take time, commitment and leadership.

Spoke to next steps

 - Housing incentives workshop / projects underway /and changing environment.

- Responded to questions from Council.

CM - will contineu to hold land available thru BC Housing.  Partnerships within the development industry is new but city is open to exploring.

- greetings asian community the year of the rabbit Chinese New Years.

- Remind community of virtual workshop this wed and thurs for input on the new glenmore park.

- Mental health and addiction and need for treatment, we need secondary stage housing for those who have had treatment, more beds are needed.  proposing be bring motion fwd to take to SILGA, will bring that forward and send in advance. Will bring forward a Notice of Motion

- meet with Minister Ravi Callan, meeting at apple valley, good meeting BC Housing reps were there as well, ciuty staff, toured apple valley and capstone next door.  Opportunity to network.  new Minister developing new housing strategies in the next few months.  message we communicated was desire to partner with the province, thru land contributions nad grant program.  It was a sunny day, Minister enjoyed his day here.

Wooldridge:

- strathcona cup , curling at Kelowna Curling Club.  oldest bondspeil in the world, curlers from scotland here, last wednesday.

 

Lovegrove:

- Happy Chinese New Year. Dragon Dance on UBCO.  Somber note, Monteray CA tragedy.

- would love to see encourage more love and less judgement in our community.

- indenour grad requirement.- 

- kelowna tre champions stepped in and saved 5 trees. 

- school board had a vote and discussed idea of ability for people in gallery to come up to speak?

- DCC - we are preparing white paper for council to hear direclty from the public. forthcoming to council.
