Mayor Basran called the meeting to order at 2:03 p.m.

School District

  1. Community sidewalks

School District:

-Concerns with incomplete sections of sidewalk, particularly near Chute Lake and Bellevue Creek schools.

 

City:

-Proximity to schools is a criteria for sidewalk connections in the Pedestrian and Bicycle Master Plan.

-Frost Road connection identified in the Transportation Master Plan.

-Staff commented on the existing City sidewalk program policies and investments.

 

Councillor Donn joined the meeting at 2:19 p.m.

 

The meeting adjourned to a closed session at 2:45 p.m.

  1. Anti-idling

City:

  • Opportunities to work together on signage and education once vehicle idling control program is implemented
  • Investment in protected cycling corridors may encourage biking to school
  • City has some funds for public education campaign

 

School District:

  • Anti-idling signs currently posted at schools
  • Suggest City staff attend COPAC meeting to share information about anti-idling program
  • Working on a project with Interior Health to encourage walking and biking to school

  1. Bankhead Elementary

 

City:

  • Privately owned property at 1205 High Rd has OCP Future Land Use designation of EDINST - Education / Institutional
  • Staff will present a report to Council with background and recommendation about the property

 

School District:

  • Setting land aside early is important to meet planned growth and density
  • School site acquisition charges through DCC program go toward land acquisition reserve
  • Provincial criteria to determine capital funding for schools based on seismic upgrades, growth needs, then replacement needs
