Mayor Basran called the Hearing to order at 6:04 p.m.

Mayor Basran advised that the purpose of the Hearing is to consider certain bylaws which, if adopted, will amend "Kelowna 2030 - Official Community Plan Bylaw No. 10500" and Zoning Bylaw No. 8000", and all submissions received, either in writing or verbally, will be taken into consideration when the proposed bylaws are presented for reading at the Regular Council Meeting which follows this Public Hearing.

Staff:

- Displayed a PowerPoint Presentation summarizing the Official Community Plan and responded to questions from Council.

Mayor Basran invited anyone participating online or in the gallery who deemed themselves affected to indicate they wish to speak followed by comments from Council.

Single family home counts

City Clerk advised if the routes to amend the OCP after public hearing.

Murray Broughton, 3206 Watt Road

-Spoke to the park designation on Watt Road.

-Concerned with the magnitude of the park designation.

-Believes there is no need for designation for an additional large park of this magnitude in the Pandosy area.

-Support staff in designated two lots versus eight lots

Monique Guimont, 2602 Springfield Rd

-Strategies for housing and social strategies.

-Requested clarity on following through with the goals.

-Concerned about the expense of the rental market in Kelowna.

-Concerned about affordable housing availability.

-Asked what they could do to assist their community.

Tony Kudryk, Director of Construction, Argus Properties

- Commend city for producing the 2040 OCP and vision for Kelowna.

- SUbmitted a letter and wanted to highlight 3 items

  • industrial portfolio, two hotels and a third in planning stages. Argus has envisioned a hotel cluster between the airport
  • Tallest buildings in the community and tapering downward towards Knox Mountain is inconsistent with the skyline of today. Argus intends to develop with height. OCP should be amended to reflect the changes in the north end of downtown.

Tom Warshawski, 2525 Kenna Road

- Concerned regarding greenhouse gas emissions

-Transit Connectivity request that aligns bettter with the Clean BC Roadmap

Tracey Davis, 255 Lake Ave

-Okanagan Climate Hub involved with this organization.

-7.1.1 undermines the intent of the OCP

- Undermines the Land Use policies and asks they are revised so they are more inline to avoid interpretation.

Merrilee Ashworth, 3992 Gallaghers Parkway

-Request that staff and COuncil remain committed to the policies related to new development.

Norma Sebestyen, 3206 Watt Rd

- Spoke to the future designation of their residence for park in future.

-Concerned the process is procedurealy unfair and lacks transparency.

-Concerned that the Pandosy area is not underserved in park access.

Bob Murdoff, 819 Royal Pine Dr

-Congratulated staff on a tremendous job.

-Spoke to the unique opportunity for the Tolko Mill site as a very strategic site.

-Spoke to designating as a special study area.

-Spoke to the need to have IHA and the City to work collaboratively and see guidance in the OCP that Council in developing long range plans for KGH.

- Spoke to the need to address ways and means of addressing the homeless specifically in the OCP.

Ian Sussett, 3122 Watt Road

-Concerned for the need for oversight between Council and planning. 

-Concerned with overbuilding and a tipping point. 

- Concerned with limited water supply and building more development.

-Neighbourhood concern regarding Watt Road

-Concern with the residential area being divided up with park designation.

Ken Webster, 517 Bay Ave

- Concern regarding negative implications at 1301 Ellis Street.

-No advanced warning for the property redevelopment to develop meaningful development to drive density to Kelowna's urban centres.

-Leave it as 26 storeys allowable as it is currently.

Erica Bell Louther 2521 Abbott St

-Commended staff on an excellent document

-Concerned with policy 5.3.7 regarding Infill Housing for the core area specifically the heritage conservation area for Abbott and Marshall Street.

-Concerned that the Heritage conservation is small and it would be awful to see it destroyed by development and cutting down trees on private property.

Douglas Manning, 3800 Gallaghers Pinnacle Way

- Concerned with the multi family storey building proposed in the area.

Anne Lawry, 2620 Abbott St.

-Highlighted the evolution of the Abbott Street area.

-Concerned with the area losing its heritage feel.

Jamie Tanner, 2159 Aberdeen St

-Emphasized need to stick to the plan and not bend under the pressure of future development.

-Concern for the architectural and heritage neighbourhoods run the risk of dwindling in the future. 

Cathy Pierce Tanner 2150 Aberdeen St

-Concern regarding increased growth and density and still maintaine unique character neighbourhoods such as Abbott St corridor.

Dan Roger, Executive Director, Kelowna Chamber of Commerce

-Spoke to providing written comments ahead of time.

-Thanked and acknowledged the work of City staff.

-Commented on the next steps of implementation.

-Need for Council to adhere to the job of oversite and accountability.

-Commercial good study keep the focus on as more work is needed.

- Addressing the need of industrial land and protecting our ALR land.

Pat Munro, 368 Cadder

-Requested that the KASAN area is provided more parks.

Shanling Ju 434 Leon Ave

-Spoke to pacing the initiatives in the OCP.

-Concerned with parking in the urban centre with parking relaxation. Requested that parking requirement be less where there is car share alternatives. Leon Avenue its hard to find parking.

Jan Murphy, 359 Cadder

-Resides in a heritage property.

-Concern with ensuring the heritage conservation area separate from the overall area???

Suzanne Ames, 1833 Abbott St, President KASAN

-Commented on the need for a tree protection bylaw

-KASAN has submitted a review to Council of the OCP.

-Heritage Designation Area as core area neighbourhood allowing multifamily dwellings is opening the heritage conservation area to multifamily development.

-Take the heritage conservation out of the core area neighbourhood designation. It requires a separate designation.

Shayne Lechan 213 AltaVista Rd

Green Okanagan Executive Director

-Support the OCP 2040 as it shows bold climate action leadership.

-Spoke to the need for urban densification.

-Darren ???

- Concerned with urban sprawl dwelling and meeting greenhouse gas emission targets.

-Climate action plan 2012 and 2018

-reduction in greenhouse gases

-Concern with new roads and carbon footprint not being changed in the next decade. No construction or calculation of targets for greenhouse gases.

- Concern about sprawl friendly development

-Concern with mitigating catostrophic levels of climate change at a community level to meet provincial and national targets.

Chelsea Magnovil 593 Stockwell Ave

-Spoke in favour of infill development and the opportunity to access the amenities in the urban centres.

Luke Turri, UDI Okanagan, Chair, 1631 Dixon Ave

-UDI is supportive of the approval of the 2040 OCP in its current form.

-Spoke in favour of the industry consultation.

-Highlighted areas of concern:

  • Concern with overall supply of single family lots heading into the future.
  • Concern regarding height restricitons in town centres
  • SPoke to the implementation efforts needing to go forward and supply staff with the necessary resoources to meet expectations
  • Zoning bylaw update needing to align with the OCP
  • Look forward to continued consultation with UDI on impementaiton
  • Repsonded to questions from Council.

Heather Friesen, 115 Crease Rd

-Concern with struggling community as the fourth most expensive city in Canada to live in.

-Concern with affordable housing not being defined in the OCP and the need to be inclusive.

-Online Participants

-Concern with the expansion of Bankhead Elementary and the need for expropriation of industrial land.

-Requested that existing land use remain industrial.
